ما تنسى كاتبة المقال ذكره، على الرّغم من الحقائق و الدّقائق التي يحويها، هو أنّ رئيس الجمهورية يمكنه إلغاء الاستملاك مباشرة بمرسوم جمهوريّ إذ أنّ الاستملاكات تمّت بموجب مراسيم من النّوع نفسه، و لكن من يجرؤ على ذكر مقام الرئاسة المقدّس؟

Not a single sheep in the land of Sheep can say a word. Most confiscation of properties back in the 60s was based on the social order introduced based on the principal that all rich people (bourgeois) are evils and their fortune and properties should be taken from them to the benefit of the State. Now, the social era has gone on the hands of the same party and the same people (or their children) who perform confiscation, and who currently have way more fortune and properties than the old bourgeois. They want and started to introduce laws to protect their properties but they do not want to give the people the same rights, they can not afford that.

The news itself says that a "sheep", to use your terminology, DID say a word. The problem is not so much saying the words as giving them an impact.
The initial "social order" (and I basically agree with your analysis even if I find it oversimplifying) was established before the Baath party and the army came to (or rather seized) power in Syria. More specifically, some of those laws date back to the United Arab Republic.
As for the children, cousins, etc., yes, they are confiscating or even BUYING the old town. Do you know the Talisman hotel? The house was bought first by some Takla fellow (not that of the Four Seasons hotel,) then sold to Nader Qal3ii who "happans" to be Rami Makhlouf's business partner. There you have it!
